V2010 ISU R&FA: Terminology

For the purposes of the V2010 Registration and Flight Authorization (R&FA) Program:

1. A non-secure aircraft is a commercial, charter or corporate passenger aircraft that does not conform to Canadian Air Regulations (CARs) Part 705 security criteria (locking-cockpit-doors and associated security procedures).

2. Reconciliation is the process of verifying that personal information entered on registration application forms and/or manifests is consistent with corresponding data inscribed on a government-issued picture-ID. OCtc (see below) or Police of Jurisdiction (POJ) at the check-in or screening point will be responsible to reconcile individuals/IDs, and may request a second form of identification if the original document is damaged or information inscribed thereon is not clearly legible.

3. Organizational Contacts (OCtc) are individuals who have been authorized to reconcile identification documents and transmit personal information pertaining to flight crew, cabin crew, employees (including volunteers), attending individuals and passengers to R&FA on behalf of the represented carrier, owner, operator and/or responsible organization(s). OCtc must register with R&FA prior to submitting any registration forms, flight authorization requests or manifests.

4. A scheduled flight is a commercial passenger, charter passenger or cargo aircraft that operates on a schedule held on file at R&FA. The callsign, aircraft type, secure/non-secure status, departure airport, proposed time, routing and destination must be included in the schedule, and amendments must be submitted to R&FA a minimum of forty-eight hours prior to becoming effective.

5. The DCA Access Standard Security Program (DASSP) is a TSA-sanctioned and monitored security program used by U.S. corporate carriers. Security standards and procedures are extremely restrictive and thorough, and the program has been approved by ISU as an alternative to processing flights through Portal or Gateway airports.
