Applicability
All individuals intending to operate an aircraft into or depart from a facility within Olympic Control Area (OCA) airspace, including cabin crew and any other individuals who have access to the cockpit, must agree to submit to an OCA-access-suitability-check (ASC) by legally-authorized RCMP members at the V2010 ISU prior to doing so. This process is referred to as Registration and, for aircrew, cabin crew, dispatch personnel, ticket agents, employees, emergency response and essential service providers it should be completed well in advance of OCA airspace activation.
Except as exempted or procedurally waived, a Flight Authorization (FA) request must be submitted to R&FA before operating an aircraft into or out of any facility located in the OCA. Once an approved FA code has been received from R&FA, flight planning can be completed, customs can be arranged, airport reservation times can be confirmed and Air Traffic Flow Management times can be requested.
Secure commercial air-carrier aircraft that conform to Canadian Air Regulations (CARs) Part 705 security criteria and depart from airports where full individual passenger screening is conducted by Canadian Air Transport Security Authority (CATSA) personnel or their internationally-recognized counterparts will be exempted from the R&FA program, and specially designed procedures have been developed for specified carrier categories.
General Information
Registration is strictly voluntary, as specific personal information must be released by the identified individual before an OCA ASC can be completed. Individuals may choose not to submit the required information, but they will not be permitted to operate an aircraft or act as a crewmember on board an aircraft intending to access OCA airspace thereafter.
Registration does not compel an individual to fly into OCA airspace, but the requisite information must be submitted far enough in advance of any planned air travel to allow sufficient time for R&FA to complete an OCA ASC and issue an Individual Access Code (IRC).
Scheduled commercial, charter and cargo operators of non-secure (see R&FA terminology) aircraft may not be required to complete a separate Flight Authorization request for each scheduled flight, but they must submit a reconciled (see R&FA terminology) flight manifest to R&FA prior to boarding and/or taxi.
Security personnel at the applicable portal, gateway and departure screening checkpoints will verify that individuals listed on corporate, cargo and charter manifests correspond to the individuals traveling on board those aircraft.
A government-issued picture-identification document listed on the Registration form must be reconciled against the R&FA-approved manifest by the responsible carrier prior to those individuals boarding the aircraft. It must be carried by the individual while traveling and presented to security personnel upon demand.
Security/Release of Information
Personal information furnished for Registration purposes will be retained in/on appropriately-certified processing equipment, servers, and/or security containers at the V2010 ISU, and will not be released to any agency other than those who provide the information necessary to complete the OCA ASC.
Results of ASC will be released to employers in the form of an Individual Registration Code (IRC) if access is approved, or a statement to the effect that the individual is not authorized to operate an aircraft in the OCA if access is denied. Details pertaining to an access refusal will only be released to the processed individual upon request.
Forms
Forms requiring personal information will be emailed to registered organizations for completion and submission to R&FA via email, and access to online forms will be granted thereafter. R&FA will control the process in a manner which allows organizational and personnel database relationships to develop correctly.
