Crew/Employee/Support Personnel
Personal
data pertaining to each individual must be collected by a registered
OCtc, entered on the appropriate form, visibly reconciled against an
approved government-issued picture-ID and electronically transmitted to
R&FA.
A. Acceptable forms of identification
are listed on the registration form. Passports will normally be required for
non-Canadians.
B. Each individual identified on the
registration application must grant permission to release their personal
information to the RCMP, and the form must be annotated to that
effect prior to submission to R&FA. R&FA personnel will be unable to process
any individual without that release.
C. Individuals may refuse to release
personal information, but they will not be permitted to enter OCA airspace
as a member of flight or supporting crew, or as a passenger on a
non-secure aircraft.
D. Picture-ID used to reconcile
personal information must be identified on the registration form, and that
document must be available for presentation to POJ/Security personnel at
departure, Portal and/or Gateway airports.
E. Recording a second form of identification on the registration form is encouraged, as it may be used as an alternate source of identification in the event that the primary document is misplaced, damaged or stolen.
R&FA will conduct OCA Access
Suitability Checks on named individuals, and generate a unique IRC for each
approved applicant. R&FA will, in turn, transmit IRC to the submitting OCtc,
who will be responsible to retain them until they are no longer required
(after 24 Mar 2010).
A. Individuals will only be required to register once, as IRC issued by R&FA will be valid for the duration of restricted airspace activation.
B. IRC should be released to and retained by the individual to whom it is assigned and, when applicable, entered on commercial passenger manifests in place of personal information.
Passenger Manifests
Unless exempted, Commercial, Corporate and Charter OCtc must submit a reconciled manifest to R&FA prior to boarding and, in some cases, concurrent with FA request submission. Passengers will be processed much the same as carrier employees/essential service providers, but they will only receive an IRC if one is requested.
Charter and Corporate crew and passenger ID will be reconciled with the R&FA-approved manifest by Police of Jurisdiction (POJ), Transportation Security Administration (TSA) or Security Personnel (DASSP) at departure, Portal or Gateway airports, respectively. The picture-ID described on the manifest must be presented at that time.
