Organizational Contact (OCtc) Registration - Step Two

1. All sections of the OCtc form identified as “required information” must be completed for each nominee, and the form must be electronically transmitted to R&FA for processing.

A. Registration forms and manifests must be annotated and submitted to R&FA by a registered OCtc. As check-in counter personnel will normally be responsible to complete commercial passenger manifests and reconcile identification documents, it is highly recommended that they be included as OCtc nominees.

B. Prior to submitting the OCtc nomination form, each OCtc nominee must grant permission to release the personal information entered on the form to R&FA for the purpose of conducting an Aviation Security Background Check. R&FA personnel will be unable to process any application without this release.

C. The release statement is included on the form, and should be read by or to the individual verbatim. The appropriate box must be annotated when release approval is granted.

2. Nominated OCtc may be requested to present themselves, with a government-issued picture ID, to a local police of jurisdiction (POJ) office in order to have their identity verified, and may be required to sign an information release authorization at that time.

A. Individuals will be advised by R&FA when this is necessary. 

B. A form letter explaining the purpose of the visit and procedures for the POJ to follow will be provided with the request, and a copy should be hand-carried to the POJ office by the nominee.

C. POJ will be requested to witness and return the signed release authorization to R&FA on behalf of the nominee.

D. In cases where the individual resides locally (Metropolitan Vancouver area), arrangements may be made for applicants to complete this process by requesting that an ISU RCMP member meet them at a mutually-agreeable location and time. This method will be preferable when several OCtc nominations are received from the same organization.

3. Approved OCtc will be issued a unique Individual Registration Code (IRC) by R&FA, and they will be authorized to submit registration forms, flight authorization requests and manifests on behalf of their respective organization(s) immediately thereafter.

Special consideration may be exercised in an emergency, but registration forms, flight authorization requests and/or manifests submitted by non-registered individuals or on behalf of non-registered organizations will not normally be accepted or processed by R&FA to avoid compromising privacy legislation.
