Applicability
Except as exempted below (see Registration Exemptions):
all commercial passenger carrier flight and cabin crew;
all charter passenger carrier flight and cabin crew;
all corporate flight and cabin crew;
all cargo carrier flight and attending crew;
all passengers on board non-secure aircraft;
all essential service and media personnel; and
all flight instructors, student pilots and maintenance test crew;
must be registered with R&FA prior to boarding an aircraft inbound to or departing from a location within the OCA.
Registration is strictly voluntary, as specific personal information must be released by the identified individual before an OCA ASC can be completed. Individuals may choose not to release the required information, but they will not be permitted to operate an aircraft or act as a crewmember on board an aircraft intending to access OCA airspace thereafter.
Flight Crew registration requests must be submitted far enough in advance of planned air travel for R&FA to complete an OCA ASC. This process should normally be completed within 48 hours. If an inordinate number of requests are submitted within a short timeframe, however, processing may take 72 hours or more.
Identification documents listed on the Registration form must be carried when traveling. Security personnel and/or Police of Jurisdiction (POJ) may request those documents at Portals, Gateways or screening points.
Registration Exemptions
1. Personnel operating or embarking on Military, Law Enforcement and surveillance missions scheduled in the daily Air Tasking Order (ATO) are exempt from registration.
2. Individuals identified as IPP or VVIP by the Department of Foreign Affairs and International Trade (DFAIT) are exempt from registration.
3. Commercial aircraft operators who:
A. Subscribe to a TC-approved program that requires 100% of crew members to carry Restricted Area Identification Cards (RAIC);
B. Conform to CARs Part 705 security criteria (locking cockpit doors and associated procedures); and
C. Only operate into/out of the OCA from fully-screened and access-controlled (Schedule 1, 2 or Other) airport terminals;
are exempt from registration.
4. Passengers travelling on board non-secure scheduled (see RF&A Terminology) commercial passenger flights will not be required to register, provided the carrier submits a reconciled flight manifest (see Commercial/Charter Operations: Manifests) to R&FA before passengers begin boarding.
5. Other individuals may be exempted from registration at the discretion of ISU RCMP.
Security/Release of Information
The Registration program has been carefully designed to comply with provincial and federal privacy protection legislation, and ensure that individual rights are respected and protected. Excerpts from the “Personal Information Protection Act [SBC 2003], Chapter 63” are attached to documents that require individuals to submit personal information, and the direction contained therein must be read, understood and adhered to by all individuals authorized to collect, document and release that information. Personal information furnished for Registration purposes will be retained in/on appropriately-certified processing equipment, servers, and/or security containers at the V2010 ISU, and will not be released to any agency other than those who provide the information necessary to complete the OCA ASC.
Results of ASC will be released to employers in the form of an Individual Registration Code (IRC) if access is approved, or a statement to the effect that the individual is not authorized to operate an aircraft in the OCA if access is denied. Details pertaining to an access refusal will only be released to the processed individual upon request.
