Gateway Procedures

U.S. corporate and charter operators wishing to fly into an airport or waterdrome located in the OCA may do so through a U.S. Gateway airport, or by arranging processing and departure from a DCA Access Standard Security Program (DASSP) airport.

Both processes require operators to register their respective organizations, crews and aircraft with R&FA in advance, so they should already be in receipt of an Individual Registration Codes (IRC) for each crewmember. They should also have a UserID and Password that permit access to the Flight Authorization (FA) Request section of this web site.

Gateway/DASSP users must begin the FA Request process here a minimum of five days prior to OCA penetration. Operators must log into the FA Request page, complete the required form and indicate their preferred Gateway when requested. At that time they will receive a provisional FA Code and be referred to the FAA/TSA Airspace Waiver web site. The provisional code provided by R&FA prior to transfer will be required to complete the Waiver request.

TSA will advise R&FA once the flight has been processed, and R&FA, in turn, will email a valid FA Code and approved manifest to the requesting operator.

FA Codes must be included in the "Remarks" section of ATC flight plans, a government-issued picture-ID must be carried by all personnel on board the aircraft, and a hard-copy of the approved manifest must be carried by the crew for presentation to security personnel at the Gateway facility. Only the individuals listed on the manifest will be permitted to board the aircraft.
