Application
1. Unless exempted (see FA
Request Exemptions, below), all flights wishing to enter or depart from a
location within the OCA must request and receive a flight authorization (FA)
code from R&FA prior to filing a flight plan.
2. A separate FA code is required for each OCA airspace penetration.
3. FA requests must be submitted to R&FA electronically, on an appropriate FA request form.
4. FA requests may be submitted by registered; dispatchers, schedulers, crewmembers or company representatives. If a manifest is required, however, it must be annotated and submitted by a registered OCtc.
A. Care must be taken to ensure that a registered OCtc is present at any location where passengers are required to be manifested, as R&FA will be unable to accept manifests from any other individuals. Information release permissions must be entered accordingly.
5. FA requests from non-registered individuals will not normally be accepted or processed, and may be arbitrarily discarded by R&FA email filters.
FA Request Exemptions
1. Missions
scheduled in the daily Air Tasking Order (ATO) are exempted from requesting
a FA code.
2. State aircraft
that have been exempted by DFAIT are not required to request a FA code.
3. Commercial
operators who:
A. Subscribe to a TC-approved program
that requires all crew members to carry Restricted Area Identification Cards
(RAIC);
B. Conform to CARs Part 705 security
criteria (locking cockpit doors and associated procedures); and
C. Only operate into/out of the OCA
from fully-screened and access-controlled (Schedule 1, 2 or Other) airport
terminals;
are exempted from requesting a FA
code.
4. Non-secure
scheduled commercial and charter passenger flights will not be required to
request a FA code, provided an OCtc submits a reconciled flight manifest to
R&FA before passengers begin boarding the aircraft (see Manifests, under
FA/Commercial/Charter section).
5. Scheduled cargo carrier flights are exempted from requesting an FA code, provided they adhere to manifest-submission requirements directed by R&FA (see Manifests, under FA/Cargo section).
General Procedures
1. FA requests must be
submitted in sufficient time to allow R&FA personnel to;
A. Transfer the information into the
R&FA database,
B. Verify Individual Registration
Codes (IRC),
C. Process individuals listed on the
passenger manifest,
D. Generate a FA code,
E. Transmit the FA code and applicable
passenger info to CATSA/TSA and POJ/Security Personnel at the departure,
Portal or Gateway facility(ies), and
F. Transmit the FA code and approved
manifest to the requesting OCtc.
2. All flight and cabin crew must be registered with R&FA in advance, and their IRC are to be entered on FA request forms and/or manifests.
3. Personal information is not permitted
on FA request forms.
4. If non-registered individuals will be on board a non-secure aircraft, a complete manifest must accompany the FA request (see Manifests, under FA/Corporate-Charter or FA/Commercial sections).
5. If all boarding personnel
possess valid IRC, those codes should be entered on the FA request form. A
manifest is not required in this case, but identity reconciliation will be
conducted by POJ, TSA or Security personnel at the departure facility.
A. This process will normally be
appropriate for Emergency Responders, Essential Service Providers and
B. Corporate flights that meet these
requirements may submit FA requests in the same manner (without a manifest).
6. R&FA will
transmit an approved manifest and unique FA code to the requestor for each
leg of the flight (i.e. inbound and outbound).
A. FA codes will normally be valid for
a period of twenty-four hours, to allow for weather, servicing or
traffic-induced delays.
7. FA requestors
and/or flight crews will be responsible to request Airport Reservation
(AIRRES) slot times and ATC IFR Flow Control times, in addition to making
their own arrangements for customs, parking, refueling, de-icing and special
servicing.
A. YVR Airport Reservation (AIRRES) Office will not confirm an Airport Reservation slot time until they receive a valid FA code from the operator.
B. Assigned FA codes must be entered
in the remarks section of flight plans filed with ATC/ATS. This will inject
some redundancy into the system and help ensure that authorized flights are
not unnecessarily delayed or diverted.
8. Hard copies of approved FA request forms and manifests must be carried on board the aircraft, and presented to POJ, TSA or Security personnel at the departure, Portal or Gateway airport.
