Flight Authorization Program

Corporate/Charter Flights

General

1.  Scheduled Charter flights will be processed in the same manner as Scheduled Commercial flights, and those that meet secure criteria (see R&FA Terminology) will be exempted from completing the FA process. Non-secure scheduled charter flights will be processed in the same manner as non-secure scheduled commercial passenger flights

2.  All non-scheduled (see R&FA Terminology) Corporate and Charter flights must request and receive a Flight Authorization (FA) code from R&FA prior to departure inbound to or outbound from the OCA.

3.  FA requests must be submitted at least forty-eight hours prior to departure. Workload permitting, R&FA may be able to process requests with twenty-four hours notice, but finalization will not be guaranteed.

A. Flight and cabin crew must be pre-registered, and their IRC must be entered on the FA request form. 

B. Crew changes can be accepted up to twenty-four hours prior to departure.

C. Short-notice (less than twenty-four hours) crew changes or passenger cancellations should not pose any major problems, but last-minute addition of non-registered individuals may delay final manifest processing and subsequent returns.

D. A valid FA code must be entered in the remarks section of the flight plan filed with ATS/ATC.

E. Manifest verification and ID reconciliation will be conducted by POJ (at Portals and OCA departure facilities), TSA (at Gateway Airports) or authorized Security Personnel (at DASSP facilities).

4.  If non-registered individuals are scheduled to fly as passengers on a non-secure corporate or charter flight, a flight manifest must be electronically transmitted to R&FA with each FA request (see Manifests, below).

Manifests

1.  Charter passenger flights (see R&FA Terminology) that;

A. Conform to locking-cockpit-door regulations and procedures contained in CARS 705; and

B. Undergo full passenger and baggage screening at a TC-recognized screening facility prior to entering the OCA;

are not required to submit a passenger manifest.

2.  Unless exempted (see above), all corporate and charter flights must submit a finalized flight manifest to R&FA prior to boarding, and non-scheduled flights must receive an approved return copy prior to filing a flight plan.

3.  Information identified as “required” on manifest forms must be included. Incomplete forms cannot be processed and the flight will not receive a FA code as a result.

A. IRC must be entered for all flight and cabin crew.

B. If a passenger possesses an IRC, and the OCtc can verify it's validity, it may be entered on the manifest form instead of personal information.

3.  Personal information entered on the manifest form must be reconciled with a government-issued picture-ID by a registered OCtc, and the OCtc must obtain permission to release that information prior to submitting the manifest to R&FA.

A. After requesting permission to release the information, the reconciling OCtc must indicate receipt of the individual’s consent to do so by annotating the “verified/released” block on the form.

B. Descriptive information from the picture-ID that will be used at the departure, Portal, Gateway or Security checkpoint (type of ID and the alphanumeric code assigned to it) must be included.

4.  Individuals who refuse to release all or part of the information required on the R&FA manifest will not be permitted to enter the OCA on board a non-secure aircraft, and should be referred to a carrier that conforms to regulations contained in CARs, Part 705 instead.

A. Individuals who choose not to release their personal information must be deleted from the form prior to electronic furtherance of the manifest to R&FA.

5.  Manifests will be retained by R&FA until the flight has landed in the OCA, or is no longer able to return to restricted airspace.
