Commercial Passenger Flights - General
Secure [Scheduled] Commercial Passenger Flights
Commercial passenger carriers that:
A. Subscribe to a TC-approved
program that requires all crew members to carry Restricted Area
Identification Cards (RAIC);
B. Conform to CARs Part 705
security criteria (locking cockpit doors and associated procedures); and
C. Only operate into/out of the OCA
from fully-screened and access-controlled (Schedule 1, 2 or Other)
airport terminals;
are preauthorized to enter the OCA and exempted from the Flight Authorization request process.
Non-Secure [Scheduled] Commercial
Passenger Flights
1. All Commercial Passenger Carrier flight and cabin crew must be registered with R&FA in advance, and their IRC are to be entered on FA request forms and manifests.

registered OCtc of the carrier, or an OCtc of the agency responsible to issue documents of
entitlement (boarding passes) to commercial passengers, must prepare,

Non-Scheduled Commercial
Passenger Flights
These flights will be processed in accordance with non-scheduled charter flight procedures. Refer to the Corporate/Charter section for details.
Manifests
1. All non-secure
flights with non-registered passengers on board must submit a complete and
verified flight manifest form to R&FA (see the Non-Secure Commercial and
Charter/Corporate sections, below).
A. IRC must be entered for flight and
cabin crew.
B. Passengers possessing an IRC that
can be verified by the OCtc may enter that code instead of submitting
personal information.
3. Personal
information entered on the manifest form must be reconciled with a
government-issued picture-ID by a registered OCtc, and the OCtc must obtain
permission to release that information prior to submitting the manifest to
R&FA.
A. After requesting permission to
release the information, the reconciling OCtc must indicate receipt of the
individual’s consent to do so by annotating the “verified/released” block on
the form.
4. Individuals who refuse to
release all or part of the information required on the R&FA manifest are not
permitted to enter the OCA on board a non-secure aircraft, and should be
referred to a carrier that conforms to regulations contained in CARs, Part
705 instead.
A. The individual’s personal
information must be deleted from the manifest prior to transmission to R&FA.
5. Manifests will
be retained by R&FA until the flight has landed in the OCA, or is no longer
able to return to restricted airspace.
