Pursuant to winning the 2010 Olympic bid, the Vancouver 2010 Integrated Security Unit (V2010 ISU) stood up with the mandate to plan and deliver security for the Games. The ISU is comprised of four partners:
RCMP (lead);
Vancouver Police Department;
West Vancouver Police Department; and
the Canadian Forces.
All four agencies maintain a continuous presence at the ISU in Richmond.
Aviation Planners are responsible to coordinate aviation assets involved in security monitoring operations, and develop mitigation plans that deter and/or prevent individuals from disrupting the Games through unauthorized/illegal use of an aircraft or intervention with aircrew.
Several external organizations participate as SME/Advisors, but the primary representatives are:
Transport Canada (TC - embedded at the ISU): who has legislative authority to regulate Canadian airspace and aircraft operators;
NAV CANADA: Air Navigation System service provider with the mandate to plan and manage Canadian and delegated U.S. airspace; and
NORAD: DND/DOD partners in the Bi-national Agreement for air defense planning and operations over North America.
The Federal Aviation Technical Working Group (FATWG) is the umbrella under which these organizations come together. It is chaired by the ISU, and normally meets monthly. Primary stakeholders listed above are regularly augmented by representatives from: Canadian Air Transport Security Authority (CATSA), Canada Border Services Agency (CBSA), U.S. Transportation Security Administration (TSA), U.S. Federal Aviation Administration (FAA) and U.S. Customs and Border Protection (CBP).
The Federal Aviation Steering Committee (FASC), jointly chaired by ISU and TC senior officials, provides oversight and guidance to the FATWG through direct liaison with their respective ministers and other federal departments.
